Racism

I recieved this from Central Middle School in Devils Lake, ND right after the beginning of the 06-07 school year. Click the image for a larger veiw. The third paragraph tells us it is the Special Education and Native American groups that are responsible for this school not making AYP. I wonder if the teachers or administration have anything to do with this.
